Is liquor liability included in general liability?

No. Most general liability policies exclude claims arising from selling or serving alcohol. If you serve alcohol you need a separate liquor liability policy or endorsement, and your lease or license will often require it.

Do I need liquor liability if I only serve beer and wine?

Usually yes. Dram shop liability attaches to serving alcohol rather than to how strong it is, and many states apply it to beer and wine exactly as they do to spirits.

Why is my landlord rejecting my certificate?

Usually the landlord is not named as additional insured with the lease wording, the liquor limit is below what the lease requires, or an assault and battery sublimit has capped the cover. All three can be fixed before the certificate goes out.
